The impartiality of AI is heavily dependent on the data it is trained on. As such, it is crucial to ensure that the data used is unbiased and representative of the diverse population of India. The capability of AI to gather large volumes of personal information also raises concerns about privacy and security. It is essential to establish clear guidelines and regulations to steer the usage of AI in politics and guarantee its service to the public interest.
As of 2025, there is no specific, comprehensive legal regulation in India solely governing the ethical use of AI in political campaigns and governance. However, a combination of evolving policy frameworks, data protection laws, and ethical AI guidelines collectively influence this domain. The government's broader AI strategy, initiated by NITI Aayog's 2018 National Strategy for AI and further pursued through the 2021 Responsible AI Approach Document, emphasises key principles such as transparency, accountability, fairness, privacy, safety, human oversight, and inclusive innovation.
Specific laws impacting AI's role in political campaigns include the Digital Personal Data Protection Act (DPDPA) 2023, which governs personal data usage, and the Telecommunications Act 2023, among others. Despite this framework, there are currently no detailed, explicit regulations targeting AI use in electoral contexts.
Political parties in India extensively use AI to analyse voter sentiment, create personalised messaging, and manage campaigns more efficiently. However, these uses bring risks, such as misinformation, fake audio/video creation, and challenges verifying message authenticity. Observers advocate for stronger rules and transparency measures, including transparency about AI-generated content, platform accountability, AI watermarking to detect synthetic media, and democratic legislative frameworks.
Transparency in AI deployment is vital to enable citizens to understand how decisions are being made. AI holds the promise of mitigating corruption in politics, but is not a comprehensive solution. Potential risks of AI in politics include the continuation of bias and discrimination, the violation of privacy, and the inadequacy of transparency around decision-making.
