AI with Socially Aware Consciousness: A Reality or a Myth?
The White House recently signed an executive order titled "Preventing Woke AI in the Federal Government," which aims to ensure that large language models (LLMs) used by federal agencies adhere to principles of truth-seeking and ideological neutrality.
The order mandates that vendors supplying AI to federal agencies must disclose their system prompts, specifications, and evaluations to demonstrate compliance with these principles. Non-compliance could result in contract termination and decommissioning costs.
The White House fact sheet states that President Trump is protecting Americans from biased AI systems that sacrifice accuracy for ideological purposes. The order signals a national priority shift towards building AI infrastructure, cutting 'red tape', and enhancing national security, potentially at the expense of addressing societal risks.
The EO's emphasis on ideological neutrality has been met with mixed reactions within the AI industry. While some view the exclusion of diversity, equity, and inclusion (DEI) considerations as problematic, others see it as an opportunity to emphasize neutral and truth-seeking features in products designed for government contracts.
Critics, including Democratic lawmakers, have expressed concern that the EO’s framing of “anti-woke” inputs could undermine responsible AI development and inclusivity efforts. They argue that managing bias requires awareness of diverse data and perspectives, which are foundational for trustworthy AI.
The order bans federal agencies from contracting with tech companies that operate AI chatbots displaying partisan bias. It cites an incident where 'one major AI model changed the race or sex of historical figures', such as Google's AI image generator producing pictures that showed the founding fathers of the U.S. and Nazi soldiers as Black.
The demand for AI is causing significant environmental challenges for tech companies, with the computational power required to train generative AI models consuming a large amount of electricity, leading to increased carbon dioxide emissions and pressures on the electric grid. Data centres and data transmission networks are responsible for 1% of energy-related greenhouse gas emissions, with data centre electricity usage expected to double by 2026, and AI set to generate a 160% increase in demand for data centre power.
The EO reflects a broader political and strategic stance linking AI development with ideological positions, emphasizing government AI systems as strictly factual and neutral tools while stirring debate about the balance between neutrality and bias management in AI. It complements other AI-related executive orders aimed at strengthening the U.S.’s global AI leadership by boosting infrastructure and export policies.
