Munich has once again taken the top spot in the Smart City Index, making it the digital leader among Germany's major cities. The city's consistent performance earned it the first place ranking for the third year in a row, in the year of the index's publication, 2025.

The Smart City Index is a comprehensive evaluation that assesses the digital capabilities of cities, focusing on areas such as online citizen services, mobility-sharing offers, intelligent traffic lights, and broadband availability. The index provides a ranking of Germany's cities based on these criteria.

Cities with a population of 100,000 or more were examined for the index. The evaluation is based on data provided by the cities themselves, official statistics, and publicly accessible data sources. The index values are calculated from 37 indicators, each derived from 163 parameters per city.

The indicators range from online citizen services to mobility-sharing offers, intelligent traffic lights, and broadband availability. Experts from Bitkom collected, verified, and qualified 13,529 data points across five themes to arrive at the final rankings.

One of the key areas of focus for the Smart City Index is intelligent traffic lights. Munich's efficient traffic management system, which includes smart traffic lights, played a significant role in its top ranking. The city's commitment to mobility-sharing offers, another important criterion, also contributed to its digital leadership.
