Democrats Casten and Levin Introduce Bipartisan Energy Bill to Counter Trump Policies
Democratic Reps. Sean Casten and Mike Levin are set to introduce energy legislation that aims to counter Trump administration policies. The bipartisan bill seeks to restore clean energy tax credits and limit the U.S. Department of Energy's ability to declare 'energy emergencies' for fossil-fueled power plants.
The draft Cheap Energy Act, as it's known, has several key provisions. It requires retail electric and gas utilities to achieve energy efficiency savings of 22% and 14% by 2039, respectively. The bill aims to put downward pressure on electricity bills through energy efficiency, grid enhancements, and renewable energy access. It authorizes $2.1 billion to address the shortage of electricity transformers and complementary grid security technologies. Additionally, the legislation proposes a 30% investment tax credit for certain transmission lines and a shared savings program for FERC-regulated transmission owners. Casten, a critic of Trump administration's fossil fuel support, wants the legislation ready in case an opportunity arises to move it through Congress, despite Republican control. The bill also includes provisions to increase oversight of regional transmission organizations (RTOs) and independent system operators (ISOs), and directs FERC to reform their governance and stakeholder participation practices.
