In the city of Moscow, the rating system for electric scooter rental services is currently in a testing phase. This system, designed to encourage responsible usage and good conduct among users, directly influences access to trips and speed limits on scooters.

According to a report, 89% of users on the Whoosh platform have a rating that allows them to reach the maximum speed of 25 km/h. This number is significant, as less than 0.001% of users have a rating below the maximum, according to MTS Jurent. On the Whoosh platform, less than 1% of users have speed limits of 18-20 km/h due to aggressive driving and parking violations.

The rating system is based on factors such as trip history, experience, parking quality, and fines for traffic violations. Users with low ratings may have their access to trips restricted and their speed limited on busy sections. This is done to ensure the safety of all users and pedestrians.

The implementation of this rating system seems to be having a positive impact, as the number of accidents involving electric scooters has decreased. Nationwide, the number of accidents decreased by 20% (to 1,500 cases), and in Moscow, the decrease was even more significant at 50% (to 251 accidents), according to the Scientific Center for Road Safety of the Ministry of Internal Affairs.

While the exact percentage of electric scooter users in Moscow who are affected by this rating system is not currently available, it is estimated that about 30% of users experience limitations on trips and speed due to their ratings.
