Expanded Adoption of Commercial Electric Vehicles Facilitated by Local Government Policies in China
In a recent report by the International Council on Clean Transportation (ICCT), ten cities in China have been highlighted for their efforts to transition towards cleaner, more sustainable mobility solutions. The cities, which include Haikou, Shenzhen, and Guangzhou, have taken proactive measures to accelerate the adoption of New Energy Commercial Vehicles (NECVs).
The report provides comprehensive insights that cities can use to refine their strategies and drive the transition towards cleaner transportation. It focuses on the government's role in setting targets for various commercial vehicle categories, including taxis, ride-hailing services, urban logistics vehicles, buses, and more.
In 2020, targets were set for each of these categories to promote electrification. Interestingly, city-level targets for NECVs and government fleets were included in the report, despite government vehicles usually being ineligible for financial incentives.
Urban logistics vehicles received the highest number of incentives, followed by taxis and ride-hailing services. The incentives included reductions in parking fees, toll road charges, and charging costs, as well as support for the expansion of public charging infrastructure.
Special-purpose vehicles, such as postal, sanitation, and engineering vehicles, were also targeted by numerous cities. Some cities used general municipal funding to offer fiscal support to select NEV fleets, even without a dedicated policy or program. However, the extent of this support is challenging to gauge accurately due to a lack of detailed expenditure breakdowns.
The report does not provide data on the number of special-purpose vehicles targeted by each city. Moreover, it does not mention any new cities added to the Green Freight Initiative Pilots or Key Regions for stringent air pollution control.
Six cities were designated as Green Freight Initiative Pilots, while five were in Key Regions for stringent air pollution control. The search results do not contain specific information about the cities selected as Green Freight Initiative Pilots in 2020.
The ICCT report underscores the crucial role of city-level policies and targets in shaping the future of commercial transportation. It emphasizes that electrification within the government vehicle category was relatively easier to achieve. The report serves as a valuable resource for cities looking to transition towards cleaner, more sustainable transportation solutions.
