President Trump's Executive Order on AI: Removing Barriers to American Leadership in AI and Preventing Woke AI in the Federal Government

On July 23, 2025, President Donald J. Trump signed an executive order titled "Preventing Woke AI in the Federal Government" (EO 14179-1), which aims to promote truth-seeking and ideological neutrality in artificial intelligence (AI) systems used by the federal government.

The order applies exclusively to large language models (LLMs) being procured by federal agencies and outlines two Unbiased AI Principles: truth-seeking and ideological neutrality.

Truth-Seeking Principle

Under the truth-seeking principle, LLMs must provide truthful responses to factual inquiries, emphasizing historical accuracy, scientific rigor, and objectivity. They are required to acknowledge uncertainty when reliable information is incomplete or contradictory.

Ideological Neutrality Principle

The ideological neutrality principle mandates that LLMs must be nonpartisan and neutral tools, not designed to manipulate responses toward any ideological or partisan views. Developers are prohibited from intentionally embedding ideological judgments in AI outputs unless explicitly prompted or accessible to the user.

The order specifically identifies examples of content to exclude, such as suppression or distortion of factual information about race or sex, manipulation of racial or sexual representation in model outputs, and the incorporation of critical race theory, transgenderism, unconscious bias, intersectionality, systemic racism, or discrimination on the basis of race or sex.

Procurement Enforcement

The Office of Management and Budget (OMB) is directed to issue guidance to federal agencies to implement these principles, including requiring vendors to disclose system specifications and documentation that verify compliance during procurement.

Federal contracts for LLM vendors must include clauses ensuring adherence to the two principles of truth-seeking and ideological neutrality. Agency heads are encouraged to revise existing contracts for LLMs to include the terms specified in the order. Within 90 days of the OMB guidance, agencies must adopt procedures to ensure that procured LLMs comply with the Unbiased AI Principles.

Flexibility in Compliance

The executive order allows vendors latitude to comply with the Unbiased AI Principles in their own innovative ways. Agency heads are instructed to consider certain factors when deciding whether to apply the Unbiased AI Principles to AI models other than large language models (LLMs) developed by their agencies.

The costs for publishing the order will be borne by the General Services Administration. The order clarifies that nothing in it affects the authority granted by law to an executive department or agency, or the functions of the Director of the Office of Management and Budget.

In summary, the executive order enforces truthful, objective AI responses and forbids embedding ideological biases in federally procured large language models, operationalized through procurement conditions and federal oversight mechanisms. The Trump administration’s deregulatory approach aims to promote American AI dominance through accelerated development while explicitly rejecting ideological influences perceived as partisan or exclusionary in AI systems.
