Kazakhstan Sets Nationwide Standards for AI Integration in Education Systems

In a significant move towards modernising its education system, the Republic of Kazakhstan has approved a national framework for integrating artificial intelligence (AI) into education. The framework, signed by Minister of Education Gani Beisembayev and Minister of Digital Development, Innovation, and Aerospace Industry Zhaslan Madiyev, marks an important stage in the modernisation of education in Kazakhstan.

The framework, which is for the period 2025-2029, is a systematic approach to ensure the responsible and safe use of AI in schools, colleges, and vocational institutions across the nation. It is designed to enhance, not replace, the roles of teachers in the educational process.

The concept includes a clear mechanism for AI implementation, a monitoring system, and a roadmap. It focuses on the protection of children's rights and the professional authority of teachers. The framework sets national standards for the use of AI in education, covering ethics, legal regulation, personal data protection, and academic integrity.

Kazakhstan has drawn on recommendations from international organisations such as UNESCO, OECD, and the EU in developing its national approach to AI in education. The framework was developed in line with the instructions of President Kassym-Jomart Tokayev and is part of Kazakhstan's broader digital transformation strategy.

The introduction of AI into education is evident in the integration of elements of artificial intelligence into the subjects Digital Literacy and Informatics, starting from the 2025-2026 academic year. Online courses such as Day of AI have been developed for students to foster AI literacy among learners.

The framework also emphasises the promotion of project-based learning and the development of AI-related topics, the creation of digital textbooks, and teacher professional development under a three-level model. Professional development programs are being introduced for teachers to ensure they are equipped with the necessary skills to leverage AI effectively in their teaching.

The framework sets a new chapter for Kazakhstan's national education system development. With a focus on academic integrity and the ethical use of AI, the nation is poised to reap the benefits of technology while maintaining a commitment to responsible and safe practices. This move underscores Kazakhstan's commitment to providing its students with a comprehensive, 21st-century education.
