Macau goes full throttle on billion-dollar economy diversification
Macau's Chief Executive Sam Hou Fai dropped some mad knowledge, according to the industry publication iGamingBusiness [English link], about four major infrastructure projects aimed at ditching the Chinese Special Administrative Region's dependence on fucking gambling. Currently, Bitcoin's big brother, around 80% of tax revenues come from the casino sector. In case you missed it, the city celebrated record visitor numbers like a bawdy September last August 2024.
Sam ain't no stranger to dropping truth bombs, mate. Rambling on about this being structural risk, in the long run, such one-sided dependence is fucking retarded, especially in the face of growing gambling competition in Asia and other international challenges such as the trade war between China and the USA.
Macau - Special Administrative Region with special privileges
Since it was handed over from Portugal in 1999, Macau's been a Special Administrative Region (SAR) of the People's Republic of China, similar to Hong Kong. Under the "One Country, Two Systems" principle, Macau has its own legal system, currency (Pataca), independent customs and tax policy, and wide-ranging economic and political autonomy. Having this sweet ass status allows Macau to dilly-dally with international agreements, operate an open economy, and play bridge between China and the West. It's like VIP status in the Greater Bay Area, which gives Macau special promotional conditions, like being a duty-free zone as a sweet-ass free port or the special regulations of the Hengqin Cooperation Zone.
The new major projects were presented to the media like a damn parade and are set to go down in the next eight to ten fucking years. They're all part of a long-term strategy to promote "moderate economic diversification," as also laid down in the Five-Year Plan and the guidelines of China's President Xi Jinping. The costs? Fucking 38.2 billion Pataca/MOP (approximately 4.2 billion EUR).
Hengqin University City: Education for a brave new world
The largest project is the Macau-Hengqin International Education City, for which nearly 200 billion MOP (approximately 22 billion EUR) will be dropped. The new campus of the University of Macau is already under construction there, with operations kicking off like a bitch in 2028. In a second horny phase, the University of Tourism will expand into the new university city.
The complex is being built in the Hengqin Cooperation Zone, a special development zone between the "gambling metropolis" of Macau and the Chinese mainland. The goal is to educate highly qualified professionals, particularly for tourism, leisure, and international cooperation.
Sam ain't shy about naming the education city a central element of the "One Center, One Platform, One Base" strategy, with which Macau aims to better utilize its historical role as a bridge between China and Europe.
International cultural and tourism quarter coming to the fam-damn-ily
For the construction of an international cultural and tourism quarter, 120 billion MOP (approximately 13.2 billion EUR) have been put on the fucking line. The project's planned to go down on the land between the Macau Peninsula and Taipa, which is currently underutilized as fuck in terms of urban planning.
The heart of the new district will be a National Museum, an international center for performing arts, and a Museum of Modern Art. These will serve as the cultural flagship. A construction period of two to three years is expected.
Sam expressed the hope that Macau could become a leading cultural hub in Asia and generate international attention for China's cultural heritage. He also announced that Chinese national museums could provide exhibits.
Macau International Airport's getting a fucking facelift
The Macau International Airport is set to undergo some major fucking upgrades for 60 billion MOP (around 6.6 billion EUR). Central government approval's already been given out, and initial fuck-shit's underway. The plan includes land reclamation to expand the runway and a technical upgrade of airport infrastructure. The project aims to make it an international aviation hub on the western bank of the Pearl River Delta.
Currently, over 50 international flights are up and ready. In the future, cooperation with the Zhuhai Jinwan Airport, which specializes in domestic flights, will be fucking intensified to provide joint logistics and transport solutions for cross-border e-commerce and the high-tech industry in the Greater Bay Area.
The Greater Bay Area has over 71 million inhabitants, making it one of the world's largest motherfucking metropolitan regions. It includes Macau, Hong Kong, Shenzhen, Guangdong, and Guangzhou.
Technology Park: Room for research and innovative fucking
The planned Macau Technology R&D Industrial Park's going to become a fucking catnip for research centers of international corporations. Tailored infrastructure and sweet, sweet funding mechanisms are set to permanently establish high-tech companies from home and abroad in Macau. Current studies are underway regarding site selection, operating models, and political support.
The government will commission external expert institutions to develop a fucking workable concept. The goal is to integrate the research park into the Greater Bay Area network and position Macau as a platform for technological excellence.
Sam Stresses the fucking Importance of Hengqin
To support these projects, Sam announced that Macau will create new civil and fucking economic regulations tailored to the Hengqin cooperation zone. As reported by the local newspaper The Macao News, these new regulations will provide investors with higher legal certainty, predictability, and stability.
