Microsoft Clarity has announced a significant change in its cookie consent policy. Starting October 31, 2025, the service will enforce strict consent requirements for users accessing websites from the European Economic Area, United Kingdom, and Switzerland. This move aligns with European privacy legislation and may impact session recordings and analytics for website operators in these regions.

Clarity processes two main consent types: analytics storage consent and ad storage consent, each with a binary granted or denied state. Without explicit consent, several Clarity features experience limitations, including fragmented session recordings, inaccurate analytics, and distorted traffic patterns. Website operators in Germany, with visitors from the affected regions, must implement measures to transmit consent-based signals by the October 31 deadline.

Microsoft offers support resources for implementation, including documentation and technical assistance. Operators can use three methods to implement consent signals: Google Consent Mode integration, direct integration with CookieYes, or Clarity's own Consent API. The enforcement will be gradual, with Microsoft implementing changes in phases leading up to the deadline.
