President Donald Trump's comprehensive strategy to lead the global artificial intelligence (AI) race, detailed in the "America’s AI Action Plan" published in July 2025, aims to secure American dominance in AI through deregulation, infrastructure development, and international competition.
The plan, anchored on three main pillars - accelerating innovation, building American AI infrastructure, and leading in international diplomacy and security - outlines over 90 policy actions and is accompanied by three executive orders. The orders focus on AI development, federal procurement, and infrastructure, aiming to remove barriers to innovation, favour ideologically neutral AI models in federal procurement, and support infrastructure expansion and the diffusion of U.S. AI abroad.
In the realm of healthcare and national defense, the emphasis on accelerating innovation and infrastructure is expected to leverage AI advancements. Enhanced AI capabilities could improve healthcare delivery and medical research through faster data analysis and predictive modeling, and strengthen national defense by advancing AI-enabled security technologies.
